The former government could have bought the pipeline in 2011 for $57.8 million, but instead entered into what Mr Tollner said was an uncompetitive, 25-year long-term lease that will ultimately cost twice as much.
“But not only that, they signed up for a lease deal that was $6 million a year higher than Power and Water thought was a competitive price,” Mr Tollner said.
