The pipeline will transfer crude oil from west Texas to coastal destinations, including Corpus Christi and the Sweeny and Freeport markets.
The pipeline will be owned and operated by the Gray Oak Pipeline Joint Venture (JV), comprising Phillips 66 and Andeavor, with other third parties – including Enbridge – having the option to acquire up to a 32.75 per cent interest in the JV.
With the initial open season securing significant volume commitments, on 26 April 2018 Gray Oak Pipeline opened a second binding open season.
The results of the second open season will determine the specifications, scope and capacity of the pipeline, with the results of the first open season indicating the pipeline could transport up to 700,000 bbl/d, with the potential for an expanded capacity of 1 million bbl/d.
The pipeline has secured funding and is expected to be placed into service by the end of 2019.
