JV launches open season for ACE Pipeline System

The Phillips 66 Partners, Harvest Midstream and PBF Logistics JV has entered into an agreement to develop the ACE Pipeline System.

The system will provide crude oil transportation services from the hub in St James, Louisiana to downstream refining destinations in Belle Chasse, Meraux and Chalmette, also in Louisiana.

With an expected throughput capacity of 400,000 bbl/d, and the potential for more, there is also an option for an additional delivery destination in Clovelly, subject to market demand.

The ACE Pipeline System will include a new-build segment, connecting to the CAM Pipeline, a crude oil transport line from the Louisiana Offshore Oil Port to three Gulf Coast refineries; Harvest Midstream will then contribute its existing CAM Pipeline to the ACE Pipeline System.

The open season commenced at 12pm on 14 January 2019, with interested parties required to execute a confidentiality agreement to receive open season documentation.

Subject to customary and regulatory approvals, the pipeline system is expected to be placed in service in the second half of 2020.
