The 320 km pipeline is being built under a public private partnership between the Kenyan and Ugandan governments as well as Libyan contractor Tamoil East Africa.
Tamoil East Africa Chairman Habib Kagimu has said that it was necessary to change the design of the pipeline to give it dual flow capacity as it is becoming increasingly likely that an oil refinery will be built in Western Uganda.
The contract to construct the pipeline was initially awarded to Tamoil East Africa in 2006 however changes in the original pipeline design, including changing the pipelines diameter from 6 to 10 inches, have delayed the commencement of construction.
