The document provides background on the pipeline development process and also covers land access issues, compensation processes to be followed and pro-forma information brochures to assist pipeline developers in the future.
The guideline was launched at the BassGas processing plant under construction near Lang Lang, Victoria. APIA Chief Executive Allen Beasley said, “these guidelines have been developed to promote best practice and a positive relationship between land owners and pipeline companies. They are aimed at achieving the best possible outcomes right from initiating the very first negotiations to the completion of a pipeline project.”
VFF President Paul Weller said, “the guidelines would assist a better understanding of the needs of members of both parties and will foster a positive relationship. These guidelines reinforce the importance of developing and maintaining a positive relationship between the pipeline company and the land owner.”
In launching the guideline the Victorian Minister for Energy Industries and Resources, the Hon. Theo Theophanous, highlighted the agreement as a prime example of industry, the community and the Bracks Government working together to develop win, win, win solutions. The guideline discusses principles and practices to be followed in pipeline company dealings with land owners, an outline of cross-country transmission pipeline development processes and easement management. The document includes details on the following:
- The role of demand feasibility studies;
- Route selection;
- The Victorian approvals and permitting process;
- Environmental considerations;
- Land owner consultation;
- Native title negotiations;
- Planning and detailed design;
- Easement acquisition processes;
- The construction process.

The document provides draft brochures for use by pipeline companies covering general information, entry to survey, permit and easement negotiations, construction and easement management post construction.
APIA benefited from the input of a range of Victorian based members and in particular Martin Wettenhall, of GCI-Kenny, who played a major role in drafting the guideline and in consultations with the VFF.
Pipelines play an essential role in Victoria’s economic and environmental performance. These benefits also transcend state borders as shown by the crucial role played by the recently completed SEA Gas pipeline in gas supply to South Australia following the Moomba crisis. Other recently completed pipelines, including the Eastern Gas Pipeline, were also critical in this response effort.
Dr Beasley concluded that the industry depends on a constructive long term working relationship with the many land owners affected by pipeline development and that APIA will promote the guideline to its members as an effective means of communication with land owners at the earliest possible stage of the pipeline development process.
