APA owns and operates the SWQP between Moomba and Wallumbilla, which is a key part of APA’s larger network of east coast gas transmission pipelines, including the:
- Roma to Brisbane Pipeline;
- Berwyndale to Wallumbilla Pipeline;
- Queensland Curtis LNG Pipeline (acquisition pending completion)
- Ballera to Mount Isa Pipeline; and,
- Moomba to Sydney Pipeline.
APA has developed the east coast gas grid to provide flexible bi-directional gas transportation services between most of its pipelines and is currently exploring further SWQP expansion options to enhance these capabilities.
To optimise this process, APA is seeking Expressions of Interest (EoI) from potential shippers for either eastern-haul or western-haul gas transportation services on the SWQP between Moomba and Wallumbilla, as well as any other services including as available or storage services they may require.
Depending on interest, APA will pursue options for provision of new services, including potential expansion of the pipeline, with bona-fide shippers on the basis of APA’s Standard Gas Transportation agreement.

The indicative timeline for the EoI process is:
- 1 February 2015: Closing date for EoI submissions.
- 1 February 2015 – 28 February 2015: APA carries out SWQP expansion scoping based on responses (including any specific requirements of individual shippers at Moomba and Wallumbilla).
- 1 March 2015: Potential shippers to enter into an Early Works Agreement for the front end engineering and design of the expansion of the SWQP.
- 1 March 2015 – 31 August 2015: APA carries out front end engineering and design of the required expansion.Negotiation and execution of GTAs.
- Late 2017 (depending on expansion): Target for commencement of services.
The above timeline may be shorter if the front-end engineering and design of any expansion is completed sooner.
